July 13, 2010 Teamsters Local 700 get JTDC Employee His Job Back An arbitrator ruled in favor of a Teamsters Local 700 member and Cook County employee, Dwayne Reed, on Monday morning, saying he should be reinstated with full back pay. Teamsters Local 700 fought for Reed, who has a master's degree in social work and has never been disciplined prior to this incident, according to County records. The arbitrator, Edwin H. Benn decided to award Reed his job back. The arbitrator, in his opinion, said that Reed "applied the physical restraint techniques taught to him to de-escalate and get away from the juvenile who was escalating out of control in an effort to attack another counselor." To remedy the situation, the arbitrator said that Reed should be "reinstated to his former position without the loss of seniority and other rights" with full back pay. Earl Dunlap, the interim director of JTDC, challenged the arbitrator's decision on Monday, July 12, 2010. The Local Union expects to win and get Reed back on the job in a timley fashion. Since February 2009, the detention center has rehired six employees who were terminated after being accused of alleged abuse. In all of those cases, the arbitrators determined that the county had provided inadequate evidence to corrorborate those accusations.
