July 21, 2010 Recently Signed Legislation Improves Safety of Public and Local 700 Members Gov. Pat Quinn on Wednesday, July 21, 2010, signed legislation that will increase the safety of the public and positively impact Teamsters Local 700-represented police and Cook County Sheriffs. "These legislative measures not only will help our members better serve the public, but they also will allow our members to work in a safer environment," said William P. Logan, Local 700 Assistant Trustee, who witnessed the signing of the legislation at the Cook County Jail near the intersection of 26th Street and California Avenue. The first proposal, Senate Bill 3546, which goes into effect Jan. 1, 2011, enhances public safety by protecting railroad shipments of firearms and other weapons that may be targeted by gangs. The new law will allow local law enforcement – including the county sheriff, municipal police and Illinois State Police – to conduct more thorough investigations into such thefts. "More frequently, freight shipments are being targeted by thieves and gangs. This becomes a public safety issue when those trains are carrying firearms or explosives," Quinn said. "Railroad police do not always have the tools necessary to track down thieves, which is why it is important to involve local law enforcement." Quinn also signed into law Senate Bill 3503, which prohibits individuals from bringing tools into prisons that are intended to help inmates evade security measures. The Cook County Sheriff's Office has faced several recent incidents in which inmates attempting to escape from the county jail have used tools called "poppers," made out of items such as plastic bottle caps and toothpaste caps. The law also goes into effect Jan. 1, 2011. |
