April 25, 2011 Teamsters Local 700 Fights for Oak Forest Member Rights After facing nine months of resistance from Oak Forest officials and an unfair labor practice charge, Teamsters Local 700 representatives have successfully compelled Oak Forest officials to ratify a new contract. Local 700 and Oak Forest agreed upon contract terms in summer 2010 and Local 700 members voted to ratify it. However, when the contract was brought to the City Council, they voted it down, saying the City representatives who negotiated the contract were not authorized to do so. "This was a textbook example of bargaining in bad faith," said John T. Coli, Local 700 Trustee. "If the representatives weren't authorized to approve proposals during contract negotiations, then the City shouldn't have sent them to act as representatives. It's as simple as that – even a child could understand rules that plain." After filing the ULP, the Illinois Labor Relations Board granted Local 700 a complaint. The ILRB investigation ultimately concluded that the Local's charge was valid. Before the Local could take further action, Oak Forest officials resubmitted the contract to the City Council, where it was finally approved. "What should have taken 10 minutes took the City of Oak Forest nine months," said William P. Logan, Local 700 Assistant Trustee. "While we're glad the issue has been put to rest, it's still extremely disappointing to see officials waste so much time and so many resources on a losing cause."
